We often have friends want to fish our ponds, and sometimes we let them, but we usually regret it.

How often should ponds be fished in order to allow the balance to stay healthy?

What kind of limit should there be?

I don't know about specifics, but I'd think just for the fact of keeping a friendship, they shouldn't overfish your pond. If you have a set limit on the number of keepers that you allow, I think they should abide by that. It's just common decency.
